Card Agent Bonds in Pennsylvania

If you’re becoming a card agent in Pennsylvania, PennDOT requires a $3,000 bond. Card agents handle a limited range of vehicle-title and registration transactions. Ashton Agency can help identify the required bond, provide a quote, and explain where it needs to be filed.

What Is a Card Agent Bond

A card agent bond backs your work as a PennDOT-authorized card agent. Form MV-375 covers the transactions you are authorized to handle and the fees, sales tax, and monetary penalties you owe to Pennsylvania.

Three parties are involved: the card agent required to obtain the bond (the principal), the surety company that issues it, and PennDOT, which requires it (the obligee). Ashton helps arrange the bond but isn’t one of those three parties. If the surety pays a valid claim, the principal has to pay the surety back.

Who Needs One and What It Covers

PennDOT’s Form MV-375 sets the Pennsylvania card-agent bond at $3,000.

Card agents may complete limited title and registration applications and transfer an existing registration plate. They do not issue new temporary registration plates. Choose the authorization that matches the services you plan to offer.

Frequently Asked Questions

Can a card agent issue new temporary plates?

No. PennDOT’s card-agent description allows transfers of existing plates but does not include issuing new temporary registration plates.

Does the $3,000 bond mean I’ll pay $3,000?

No. The $3,000 is the bond amount PennDOT requires. What you pay is a separate premium, quoted for you. When you request a quote, ask for the card-agent requirement, not a full-agent or messenger-service amount.

Does the bond end automatically after one year?

No. MV-375 is a continuous bond. Your premium renewal is separate, so keep track of both your payment terms and your required bond coverage.

Is the $3,000 amount a Pennsylvania requirement?

Yes. The $3,000 is the bond amount PennDOT requires of card agents, and this authorization is specific to Pennsylvania.
